About: The Human Resource Council is a non-profit corporation first established in 1965 as a result of the Federal "War on Proverty."  We are one of ten Human Resource Development Councils which together cover twelve service delivery areas encompassing all 56 counties.  District eleven is composed of Mineral, Missoula and Ravalli Counties.  For 28 years, HRC has operated a variety of programs all aimed at helping people become self-sufficient.  Last year approximately 6,000 low-income, elderly, minority, handicapped and disadvantaged individuals used our programs.
