The utility industry is changing rapidly. As competition in the energy industry heats up, Northwest utilities are scrambling to cut costs by slashing investments in energy conservation. Investments in new sources of clean, renewable power sources are also diminishing and services which help low-income households are falling by the wayside. Strong public policy is needed to ensure that utilities meet the challenges of deregulation and restore vital investments in clean and affordable energy.
